It'd be nice if we could be allowed to build in houses that have people in them, as long as we were just on an extra level with noone on it. It'd make building in 'RP Hub' houses a lot easier without just locking the whole place up.

I've adjusted it to where you can build on floors even if the house itself has some occupants. However, I am concerned there might be some form of abuse associated with this, so if it becomes a problem, I will revert it.
