Alright so. It would seem Karaten is not on the Portal Teleportation list at either Lispool or Cellsvich for whatever reason. I don't think this is intentional so I'll just stick the screenshots to prove they aren't on the List. As far as I know they haven't been on the list since Karaten was released.
