The Staff of Forging doesn't recover any durability of the target's main weapon, regardless of the durability it's at.
It's intended to recover 3, up to a max of half the weapon's durability.
I tested this by using the staff on myself whilst my main weapon was at 7/40 Durability, and it didn't raise the durability when used (the weapon in question was a tome).
