Currently when you steal a spell with snatch spell, it will take in account your current rank in the spell, seeing as how this will never apply with destiny, and there are spells with amazing bonuses from being ranked up, I'd propose that when you steal a spell with snatch spell, it always becomes rank 1.

+1 for reasons already discussed to the brick wall of OOC.
Edit Following: Chaos' suggestion could work assuming people wouldn't abuse the fact you can setup for it.
I'd also like to see a thing where they reset with the battle and/or reboot, that way it's only more useful in a "Fire fight fire" situation and makes it shine in group battles facing an opposition with multiple buffers/debuffers/spell casters.

I would like to propose an alternative:
Make copy spells only good for one cast. After that, it's gone.

Realistically this is just going to encourage people to preload spells over and over before each fight. Grab Fortune Wind, Sanctuary, Quickness, Red Sea, whatever you want, then run on back prepared for a fight. I'm partial to making them default to level 1, since most of the spells that are crazy to steal scale with level more than anything. (Some notable examples being Death Knighting, Quickness, Sanctuary, Overload, and Needle.)

While I wouldn't be againts spells having only one use, given we still have things that allow a precharge (Excel weaponry, spirit jar.) but it's true that it'd be rather unfair againts those that come unprepared.

Maybe give them a 6M skill that maxes out the rank of the next stolen spell they use.

anyways..maybe like a main-class only deal where you can increase the rank of the spell you stole by using momentum wouldn't be bad

It'd be foolish to think there wouldn't be people out there who wouldn't abuse the system just because they can ([strike]consider this on-par with reasoning why there's no public knowledge of an official transcript for the mythical laws /shot[/strike]).
As for the "full power" idea, I suppose it'd be possible for a Specialization Skill considering we have a Specialization Trait. Just a 3 AM-type of thought. /shrug
