Whispers when done during battles can be heard as if it was in Say. Which is bad for when people want to keep things quiet but still watch a fight and discuss things with each other during said fight as spectators.

He means that if you're outside of a battle and spectating it, your whispers will be heard by everyone in the battle. I'm not sure how whispers function for the actual participants, but it's possible they're also buggy. Someone should test it. Hah, I'm funny.
