		Add the following verbs to the list of allowed verbs for eventmins:
- full-heal
- unlock-all-promos

		Yeah, not having to go through the hassle of summoning inn NPCs for healing players would be nice, it's in part why I suggested a healing tool before since it'd achieve several functions at once!

		And for the unlock all promos thing, it's both so we can read skills and also because sometimes you need to be a certain class combo for boss chars. For instance if you want a claret call that doesn't suck or if you want eternal flame

		Eventmins should be able to spawn a specifically tailored NPC that heals and repairs without having to reset their spawns.
