It'd be fine, honestly. Regarding it granting +15 Evade.
Rune Mage (and Mage itself) does not have a lot of dodge compatibility compared to other classes. It'd help not only itself, but other allies too. Especially as you can just have one dedicated Nulled rune to act as a zone dodge buffer.
