Combination Strike from Martial Artist is not giving a full 15% damage increase to moves but hovers inbetween 11 to 13% instead. Tested on Prinny in both testing server and live server on G6.

I'd have to see the testing numbers you used but it's worth noting that Combination Strike applies to the total Power of the skill, not the damage it deals (it's not a Damage Amp), which may explain it.
