The damage reduction of meditate appears to be only applying until the start of the next round, rather than 'while meditating'. If you are the fastest player in initiative this means you get full DR when performing the Urawaza input, but if you are the slowest you will gain no damage reduction.
Replication steps:
1. Fight an enemy player faster than you, as a Martial Artist with Meditate and Urawaza.
2. Take damage from a predictable attack that can be replicated at will. (We used Lord's Flame)
3. Meditate, and succeed the Urawaza input. Note that you have the meditating status.
4. Repeat the same attack as before on the new turn, and note that no damage reduction takes place despite not having had your next turn yet.
Contrast this with the same replication steps but when the MA is higher on initiative, and note that it works as expected.
