So, the Jack Hammer only applies overcharge/charged shot effects to the first target it hits, even though it is, in fact, one missile attack. I think it should hit all enemies in the area with the effects, but only once. That way a SOUND charged shot wouldn't smack a clustered group of enemies for a near lethal amount of damage, but they would all take it, and all get knocked down, and all silenced/hesitated.
This seems reasonable.

I'm against this myself, it seems a bit too overpowered. Example: using vampire shell's high charge drain on everyone.

You give them whatever the minus, you get a single use of the bonus. So essentially they lose (( what like 9? )) you gain 9. That's it.

Is it? It puts you in reloading, the gun's accuracy, base, is 50. Sanctuary gives +10 DEF/RES and -10 STR/WIL to allies/enemies respectively. I am fairly certain you can STEAL the bonus.
If that is your worry, then a nerfed effect could be used whenever attacking such a large range.
I'm suggesting this because if I fire a celsius shell'd rocket, I expect all enemies in the burst to get smacked with Mister Freeze, take damage, and the entire area covered in ice. What I get now is one enemy getting frostbite, with his friend 5 feet away being perfectly fine. It's also almost completely random which one gets the 'shell effect' currently, so have fun figuring out the way the game formulates it, then curse to yourself whenever you want one person to get it, yet the other, near dead person, does.

I am willing to support this suggestion only under the circumstances that not only the damage would be divided, but also the duration of effects divided by amount of people it hits. rounded up.

Nah, I don't really want to do something like this. Aside from technical headaches, it's pretty much guaranteed to be unbalanced no matter what.

Well uhh. Apparently this already happens with some effects.
That was with their Vamp Shell. Tried it myself with Sonic Shell and it did apply Hesitation to each enemy, and Chain Shell affected enemy hit and enemy within 2 range, as it does normally. But since it hits every enemy in the range, that means it's doing about another 2-6 damage, so that's meh. We didn't have any other shells between us to test.
