So this seems like a bit of an oversight. When Flatfoot was changed, I don't believe the knockdown chance was with it. Before, you could get Flatfoot to rank 5, which would give you a 50% chance for a knock down if you charge bashed, however now since it's only rank one, it seems to only ever be a 10% chance.
