I don't think Exaggerate should have a range of the entire map in PvP.
With how multi-people fights function, being the first to approach a full team is heavily, heavily disincentivized. Because of this, the beginning of combat almost always starts with one or more people on each team using Exaggerate. As a result, we see the vast majority of people in combat being afflicted with 3 (usually 6, when a second person bothers to use it) rounds of Hesitation pretty much every single time six or more players engage in combat.
And while most people ignore Hesitation entirely, it's a tremendously obnoxious reality as a basic attacker to throw dice every round to flub your turn. With Exaggerate specifically, there is really nothing that can be done to prevent it beyond being a Shaitan, wearing a subpar torso item, or building Sanctity (which is unfeasible most of the time for builds actually impacted by Hesitation). With the Determination talent the chances are slim, but for next to no investment on the enemy's behalf up to four people can potentially suffer fight-changing consequences with poor luck.
I would just like to see the range scaled such that it cannot hit the entire map, and therefore the entire enemy team at the start of combat. Even with a generous 8 or 9 range, it would force someone to commit to a half-approach to do so. I have no opinion of the trait in PvE combat, and don't believe anyone would mind it remaining cross-map in that circumstance.
