Charismatic trait's Motivated LV can be overlapped by a lower LV.
Tested by using a character with 58 WIL versus a 52 WIL, the levels then were LV48, but got swapped away to LV42 once my teammate used it. This can be problematic if your teammate is not aware they're under a higher level of Motivated, so I suggest the skill being unusable if you are inflicted with Motivated.
