It is working as supposed. Both specify when enchanting items, this means enchanting a piece of enquipment with a catalyst.

I don't think enchanting's working properly, considering the details I've already got on it that haven't been fixed yet.

Zerans do for sure get the catalyst bonus though, only when they have 100% FP as it states in Crown of Heaven's description.
