Impure Element's Null damage seems to be equal to 100% of Void Energy rather than the 50% the tooltip states.

Also, the damage is dealt for any spell cast, regardless of domain or if damage is done at all.
So casting Blink would trigger the damage, for instance.

Yes, as it says, it will do damage any time you cast a spell.
