As a Mechanation, I could rather easily hit 500 FP (and I have, I'm at.. 550? 560?) which 2% of is 11. It really cuts down on costs. I'm a WIL/FAI/SAN character (odd as a mech, I know), but it's possible to get higher if you have warwalk + tannin's enchant.. or a priest robe.. or are a lich.

Its just about any race that can benefit from this item, as Sderg brought up, most people, despite race, tend to hit enough FP to make the regeneration on this item a little bonkers, its used in every build with over 30 WIL these days.
My elf with WIL FAI SAN hit 830 FP, but they were specifically geared towards that, high mage's cape made them regenerate somewhere around 16 more FP per round.

My Oracle with 560-ish FP regens 14FP. 11 without Talent and Curate's Pacifist Boon. She also invests in WIL/FAI/SAN.
Yes, an Oracle building SAN. Bite me.

I run a 230 hp dodge build with a green scale tunic
I get anywhere from 19 to 100+ fp back a turn.

Except that '100' cap is likely accounting for dodges with the tunic, which is either an absurdly high amount if faced with multiple evasion-triggering checks, or nothing at all. So not exactly something game-breaking or relevant at all to the HMC.
Either way, the HMC is only an issue due to how much it surpasses other forms of FP regen with high enough FP. As everyone already stated, high WIL/FAI/SAN (see: priest and or gs setups, or other mages who like SAN and use FAI) will get the most use out of it due to their absurd FP values.
Altering it to cap at 5 FP is the safest way to go.

I changed it to 2% of your maximum FP, up to a maximum of 3 + the number of spells you have equipped.

Pretty creative way to keep the 'mage's cape' theme, heh.

Does that also count for Youkai magic you have "Equipped" or are summoners not going to get much out of it?
