Charging Order says that it gives +MOV = TACTICS RANK + SKILL RANK (1/2/3/4/5). In reality, it appears to be doing (TACT RANK/2) + SKILL RANK.

D = 5
C = 6
B = 6
A = 7
S = 7
SS = 8
SSS = 8
