Silent Prayer after the recent update is kept at rank 5/3.

Which makes Silent Prayer still cost 1 Momentum.

This is abusable for obvious reasons. Plz Fix.

Well, it'd be 1 Momentum at Rank 3 due to a bug anyway, which has been corrected.
