I actually agree with Ray here and think it's been an issue for a long time that's gone unchecked by the public and brushed under the rug. It's highly one of the best amongst movement skills (and spells) in the game next to things like Blink and Haunting which both have a CD attached, so I do not see why it shouldn't.
