Because playing around class and their abilities isn't a thing.
Gee, let me waste time trying to kite this Monk/Verglas because I have long range. -heaven kicked-
Let me silence this Evoker with silent prayer.
Let me use madchop on this BK.
Let me use sear on this guy with firebreath.
I'm going to cast Kraken on myself for the extra skill and enchant bullets when this guy has Windslash/Typhur.
I'm going to basic attack this guy with Riposte.
It's not hugely useful but when you put them together with other perks, it adds up. It doesn't matter if you ignore that point, it's still valid.
And that's literally the point. Not every class can make use of it. Every class is not supposed to be making use of it. There are other features for them to make use of. Do you see Oracles getting extra hit with ranged weapons? They have a theme of sensing focus with their horns, sensing elemental resistance and seeing the skills people have keeps this theme while being much more useful than their current perk at 50% and not overly useful because it's one of 4 extra perks they get from their crown and sitting at 50% FP is not hard. It's certainly better than 2 FP regen.

I'm assuming seeing elemental resistance means seeing both positive and negative resistance.
