Elven Healing does not apply to Staff of Mending.

EDIT: Or like. Any non-mercalan spell healing that DIRECTLY heals.

It absolutely applies to Staff of Mend. Whether or not this is intentional is up in the air but this has been a thing for years.

To crunch the numbers: Staff of Mend is Scaled WIL/2 + Scaled FAI healing. With my character, without Healer's Legacy, that'd be 30 + 50 = 80.

With Healer's Legacy adding my 48.7 Scaled SAN, that becomes 128.7, rounded up in game to 129.

I don't have much to add right now about Priest otherwise but I will say Devocation is a relic of a bygone era where you actually had to be worried about damage breaking an invocation, thus most people only ever used the ones in Mage. Devocation just made it so Priest could actually use theirs without getting stopped by 1 damage, nowadays it's made irrelevant by the Invocation talent tree.
