Doesn't seem to be functioning still in v2.14c, unless it hasn't hit the game quite yet.

Edit: It seems to be functioning as intended in PVE. If this isn't supposed to function in PVP then I'd prefer if this was clarified or changed to work in PVP. (Unless the latter requires a balance-fu thread.)
