Can guild invitations be an item that can be traded? I have a guild where people are only allowed to level-up through RP EXP, food, and spar EXP (so we may RP progression), but I still want them in the guild before they hit level 10, as they are starting off as fresh characters.
In addition, this would be good for donation items as well.

I think being entirely prevented from trading is silly in general, especially considering that one arena battle gets you to level 10.

I've seen it happen more times I can count, where a new party gets together, and an item drops for the character who doesn't want/need it. Say a magmic handgun drops for the mage, and the gunner wants it. NO TRADES FOR YOU!
It's nothing more than a kneejerk anti-twink measure.

I agree. I've had this happen with guilds before, and I've also had the equip-I-don't-want-but-someone-else-does-drops-for-me happen to me. Anti-twinking/munchkinning policies are good for this game IMO, but sometimes it gets in the way.
