This happens whenever you examine an NPC, whether it is an arena combatant or a normal monster or a youkai or an engineer bot...
The second photo shows off that the buttons are in their proper places and you can actually click around up there to see the blank History and Ooc info tabs and the equipment tab shows all their equipment...
