Gear Mastery from Shinobi doesn't increase damage for Hisen's Fatal Stroke.

Not a bug. Fatal Stroke only modifies the damage dealt by Sheath Sword, it doesn't apply any damage itself. It also doesn't increase the damage dealt by Kuuga, for example.

It does, however, increase the damage caused by Crimson Lotus, as that is damage from the potential skill.
