The Annorum effect of Thunderbolt does sound based damage, but still scales off of your Lightning attack.
It doesn't really SAY anywhere that it scales off of your sound attack, but Wolf's Howl also doesn't say it scales off of your sound attack so.
I figured I'd just ask.
