[2.97b] Unable to Use Hotbar

The Hotbar is bugged, essentially.
I can *click* things on the hotbar but I cannot press F1-F9. I've confirmed my keyboard has no problems and I have nothing like- a macro, attached to those keys.
This is only out-of-battle hotbar, the in-battle hotbar is functioning perfectly!
