Fast Offense does not give the momentum boost it promises for controlled youkai.

Make sure you're using
Fast Offense
-> Summon
After they're summoned the first time, they do not gain bonus momentum the second turn. Only during the turn in which they are summoned.

I'm assuming you're saying that for Raigen's benefit since that's how the skill is supposed to work.
