Was this during a red Iahsus? It might have something to do with it.

Normal Iahsus. I bought one on two other characters just to test more, and they got just as random BDPs, however every one after the first one followed the rule in the description.

Apparently this was an issue related to Iahsus moods, and has been corrected.
