Elemental Augment can't be applied to enemies because of weakness abuse.

Let's try for Soul Chains lowering movment based on rank up to 3 so 1 1 2 2 3 for ranks? Youkai can only move once per round barring fast offense white spirit so this would be a neat way to give utility beyond just stopping regen of fp
